Remove CT_BROKEN.
Only one component is actually BROKEN (libelf), make it depend on EXPERIMENTAL, but state BROKEN in the prompt.
ltrace (which depends on libelf) is now marked as EXPERIMENTAL, with the reference to the BROKEN libelf in the help entry.
