config: add support for a second part of the generated choices

Some components have configuration options that can depend on
generic options, so they should go below those.

uClibc for example:
- has its own options (wchar...)
- uses the generic options (threads...)
- if linuxthreads chosen, offers two impls

So we need to be able to split the components options in 2,
one part that is above the generic options, and one part that
ends up below the generic options. 
     1 # Dummy config file to not use a C library *at all*

     2 # depends on BARE_METAL

     4 config LIBC_none

     6       Do not use a C library.

     7       

     8       This is usefull if your project is self-contained, does not rely on

     9       an external C library, and provides all the necessary bits.

    11       Most probably usefull to bootloaders, as they generally don't depend

    12       on the C library.

    14       If unsure: do *not* choose that, and use another option in the choice.
