scripts: add STATE logging level for state save/restore output.
The save/restore state output is voluminous; using this flag allows us
to quickly see or ignore when something is just being saved.
[Yann E. MORIN: this is a blind log level, and is used only to search
in the build-log afterward.]

1 Original patch from Gentoo.

4 ARMV5 can use STRD and LDRD access instructions but these accesses need to be
5 8 byte aligned. The dynamic linker's malloc needs to match this so structures
6 become 8 byte aligned to void unaligned accesses.
